Leisure and travel industry professionals with backgrounds in the military and federal government service founded the Government and Armed Forces Travel Cooperative (GovArm.com). They noticed that major air carriers and other large travel providers had dedicated personnel and resources to approach the government and military markets for official travel.

However, leisure and off-duty travel for the service member, veteran, government employee, contractor and retiree was not given as much attention. Additionally, regional, seasonal, or special travel providers did not have the resources or expertise to address this special market at all.
